When do I need a building permit?

The subject matter of the adopted International Building Codes and appendixes includes comprehensive provisions and standards regulating the erection, construction, enlargement, alteration, repair, moving, removal, conversion, demolition, occupancy, equipment, use, height, area, and maintenance of all buildings and structures in the Town of Hugo and further provides for the issuance of permits and the collection of fees, therefore.
Do I need a permit for a sign?
The location, heights, and types of signs in Town are regulated by the appropriate sign codes and permits are required. Permit applications may be acquired at the Town Hall.
When do I need to license my dog?
Every person who owns or harbors a dog in the Town must have that dog inoculated by a licensed veterinarian and obtain a certificate of such vaccination. A Town license must be purchased from the Town on or before the first day of June each year or within 30 days after the dog reaches the age of 4 months. A dog acquired after the first day of June in any calendar year must be licensed within 30 days after such acquisition, or within 30 days after the dog reaches the age of 4 months. New residents have 30 days after becoming residents to secure a license. Proof of rabies vaccination must be presented at the time of licensing.
What are the rules governing trash removal?
Residential and small-volume commercial users shall maintain covered cans, barrels or other containers capable of containing one week’s accumulation of refuse. These containers are generally located along the alleys nearest the rear lot lone of the residents’ property. Refuse is to be placed in closed, plastic trash bags not exceeding 33 gallons in size each. At the discretion of the Town, certain high volume commercial users may place refuse in dumpsters located for that purpose. All leaves and grass must be deposited in closed plastic trash bags not exceeding 33 gallons in capacity. The Town will pick up tree trimmings or shrubs providing they are three inches in diameter or smaller, cut it five (5) foot or shorter lengths and tied in bundles not to exceed 24 inches in diameter.
Where is Town ordinance violations prosecuted?
The Town maintains a Municipal Court where municipal ordinance violations, including most traffic violations are prosecuted. The municipal judge convenes court on a once monthly basis, unless circumstances require otherwise.
